The start of a European Union summit where leaders were set to haggle over the bloc's 2014-20 budget has been delayed by two and a half hours, sources said.
There was "a bit more work" needed on "fine-tuning (a) revised proposal" that is to be presented by EU President Herman Van Rompuy to the leaders, according to the sources.
The summit is now set to get underway at 5:30 pm (1630 GMT).
