They mentioned a 10-seater water closet toilet at Wungu and the rehabilitation of culverts on the Kpasenkpe-Wulugu Road as some of the projects, whose award was done in accordance with the Procurement Law such as soliciting for bids.

However, they complained about the unnecessary delays in the execution of the projects, which was affecting their lives.The toilet facility was awarded in 2016 whiles the rehabilitation of culverts on the Kpasenkpe-Wulugu Road started in 2013 but both projects were yet to be completed.

This came to light at a town hall meeting organized by the Centre for Active Learning and Integrated Development (CALID) at Walewale as part of the Ghana’s Strengthening Accountability Mechanisms (GSAM) project.

The GSAM project seeks to strengthen citizens’ oversight of capital development projects in 100 districts to improve local government transparency, accountability and performance.  It is implemented by a consortium of three civil society organizations including Integrated Social Development Center, OXFAM Ghana and CARE, with funding from the United States Agency for International Development. 

Based on the assessment of the projects by the citizens, the GSAM Consortium partners scored WMDA 100 per cent in project initiation, 100 per cent in procurement and contracting, 62 per cent in execution and zero per cent in project benefits, an assessment that put its (WMDA) overall score in terms of execution of capital projects at 66 per cent.  

Mr Alhassan Nasiru, Assembly Member for Wungu-Nayirifong Electoral Area, said the delay in completing the toilet facility presented health challenges to the people as they did not have improved toilet facilities in their communities.

 Some of the residents from Kpasenkpe were not happy that the culvert at their community was not completed, which was causing accidents in the area.  Mr Awal Suhuyini, West Mamprusi District Planning Officer, explained that both projects were not completed on schedule because of delay in the release of the District Assemblies’ Common Fund and the non-disbursement of the of District Development Facility.
