World number 32 Edmund, seeded seventh, lost 6-3 6-2 to Chile's Cristian Garin, who is unseeded but only one place lower in the rankings.
Edmund has now lost four successive matches and suffered three consecutive first-round exits.
Evans overcame China's Yan Bai in three sets and will next play Bulgarian ex-world number three Grigor Dimitrov.
Evans, ranked 48 and playing for the first time since reaching the third round of the US Open, won 6-3 4-6 7-5 (7-4).
Fellow Briton Cameron Norrie is through to the second round at the Zhuhai Championships in China.
The world number 68 beat Peter Gojowczyk of Germany 6-1 6-4 and will meet French third seed Gael Monfils in the second round.
Andy Murray continues his comeback from hip surgery in the same event, playing American Tennys Sandgren on Tuesday.
Meanwhile, Harriet Dart has lost in the first round of the Tashkent Open in Uzbekistan.
Dart, ranked 134th, won two qualifying matches over the weekend, only to be beaten 6-4 6-4 by Russian Anna Kalinskaya in the main draw.
