A leading organisation in Ghana's real estate development and property management
industry is seeking an experienced and results-oriented Operations Manager to provide
strategic leadership and operational oversight across its business functions. Renowned for
delivering high-quality residential, commercial, and mixed-use developments, the

seeks a highly competent professional to drive operational excellence, enhance business
performance, and support the successful execution of its strategic objectives. The ideal
candidate will possess a strong blend of engineering expertise, commercial acumen,
financial management capabilities, and leadership experience, with a proven ability to
manage complex operations within the real estate or construction industry.
The Operations Manager will serve as a key member of the organization’s leadership team,
providing strategic and operational oversight across construction projects, engineering,
finance, procurement, facilities management, and other operational functions. The role is
responsible for ensuring the effective coordination of resources, timely project delivery,
sound financial management, regulatory compliance, quality assurance, and continuous
process improvement to maximize operational efficiency, profitability, and overall
organizational performance. The successful candidate will play a pivotal role in translating
corporate strategy into operational execution by leading cross-functional teams, Optimising
business processes, managing operational risks, and fostering a culture of accountability,
innovation, and high performance. The incumbent will also represent the organisation in
engagements with regulators, contractors, consultants, investors, clients, and other key
stakeholders, while providing executive leadership and ensuring continuity in organizational
decision-making whenever required.
KEY RESPONSIBILITIES
1. Strategic Operations Management
Translate executive and Board directives into practical operational plans and
measurable business objectives.
Develop, implement, and monitor operational strategies that support the
organization’s overall business goals.
Coordinate activities across engineering, construction, finance, procurement,
facilities management, sales support, and administration to ensure seamless
execution.
Establish operational priorities and allocate resources effectively to maximize
productivity.
Drive operational excellence by identifying opportunities to improve efficiency,
reduce costs, and enhance service delivery.
Develop and implement operational policies, procedures, systems, and governance
frameworks that promote consistency and accountability.
Prepare operational reports, performance dashboards, and executive summaries for
senior management and the Board.
2. Project and Construction Management
Provide overall operational oversight for construction and infrastructure development
projects.
Monitor project schedules, milestones, budgets, and resource allocation to ensure
successful delivery.
Review project progress and proactively resolve operational challenges affecting
timelines or quality.
Evaluate contractor performance and ensure contractual obligations are fulfilled.
Ensure engineering designs, technical drawings, specifications, and project
documentation comply with applicable standards and regulatory requirements.
Promote efficient project planning methodologies and best practices across all
developments.
Support innovation through the adoption of modern construction techniques,
technologies, and sustainable building practices.
3. Financial Planning and Performance Management
Lead operational budgeting, forecasting, and financial planning activities.
Monitor project expenditure and operational costs to ensure effective budget control.
Analyze financial statements, project cost reports, and operational performance
metrics to support executive decision-making.
Conduct investment appraisals, feasibility studies, cost-benefit analyses, and return-on-investment
(ROI) evaluations for proposed developments.
Identify opportunities to improve operational profitability through cost optimisation
and process improvements.
Collaborate with the Finance Department to ensure sound financial governance,
compliance, and reporting.
Support capital expenditure planning and effective utilization of organizational
resources.
4. Engineering and Technical Leadership
Provide technical leadership and oversight across engineering and construction
operations.
Review engineering designs, technical reports, specifications, and contractor
submissions.
Ensure construction activities comply with approved engineering standards, quality
requirements, and statutory regulations.
Monitor quality assurance and quality control processes across all projects.
Identify engineering risks and implement practical mitigation strategies.
Support continuous improvement in engineering systems, infrastructure
development, and operational technologies.
5. Operational Risk, Compliance and Governance
Ensure compliance with all applicable statutory, regulatory, environmental, and
industry requirements.
Strengthen internal operational controls and governance processes.
Identify operational risks and develop effective mitigation plans.
Oversee Health, Safety, Environment, and Quality (HSEQ) compliance across
project sites and operational facilities.
Support internal and external audits by ensuring operational documentation and
compliance requirements are maintained.
Promote a culture of accountability, integrity, ethical conduct, and operational
excellence.
6. Leadership and People Management
Lead, mentor, and develop multidisciplinary operational teams.
Establish performance objectives and monitor departmental KPIs.
Foster collaboration across departments to achieve organizational goals.
Build a high-performance culture focused on accountability, innovation, and
continuous improvement.
Identify training and development needs within operational teams.
Support succession planning and leadership development initiatives.
Provide executive leadership in the absence of the General Manager.
7. Stakeholder and Relationship Management
Build and maintain strong relationships with regulators, contractors, consultants,
suppliers, financial institutions, investors, clients, and strategic partners.
Represent the organisation during technical, operational, and project review
meetings.
Negotiate operational matters with contractors and service providers.
Ensure stakeholder expectations are effectively managed through proactive
communication and timely delivery.
Support business development initiatives by providing operational and technical
expertise where required.

QUALIFICATIONS AND EXPERIENCE
Bachelor's degree in Civil Engineering, Mechanical Engineering, Construction
Engineering, or a related engineering discipline.
Master's degree in Business Administration (MBA), Finance, Project Management,
Engineering Management, or a related field will be a strong advantage.
Professional certification such as Project Management Professional (PMP),
PRINCE2, Lean Six Sigma, or equivalent is highly desirable.
Membership with a recognized professional engineering body will be an added
advantage.
Minimum of 8 years' progressive professional experience, with at least 5 years in a
senior operational, engineering, construction, or project management leadership role.
Demonstrated experience managing large-scale construction or real estate
development projects.
Strong understanding of corporate finance, budgeting, project costing, and financial
analysis.
Proven experience leading multidisciplinary teams and managing complex
operational environments.
