We are seeking to recruit suitable candidate for the position Field Manager General purpose of the Job: The primary responsibility of the Field Manager (FM) is to manage all field execution in Operations. In other words, he/she will be responsible for coordinating and executing all field research projects including recruitment of field staff, data collection via all applicable platforms, ensuring adherence to all fieldwork protocols, budgeting and fieldwork financial disbursements. When the need arises, your input and support will from time to time be required to coordinate field projects outside of Ghana either in countries with Ipsos offices or external suppliers. The key activities would include: 1. Project Timelines • Approve and ensure all project timelines are feasible and achievable. • Ensure timely communications on possible delays in field and justify same. • Ensure revised timelines are shared with the CS teams when there are delays in providing operations the needed tools such as scripts etc to commence fieldwork. • Ensure that all internal requests-especially to Admin & Finance are accurate and in line the agreed protocols. 2. Project Briefing and Trainings • Ensure 100% kick-off meetings are held for all projects. At this kick-off meetings, all relevant stakeholders such as QC, Field Coordinator, CS Team, Coding team should all be present and attendance sheet signed for same. • Ensure the right caliber of personnel are recruited and taken through the basic enumerators training before they are assigned to work on field projects. • Ensure that project briefs/statement of work submitted by the Client Service Teams have all relevant details and that the briefs will be easily understood by the project field teams i.e. Field Coordinators, Field Supervisors, Interviewers/Recruiters etc. • Come up with innovative ideas as well as initiate new strategies to enhance quality delivery to our clients. • Ensure all trainings are happening either F2F or Online and in line with quality standards. • Build a robust respondent database for CATI projects. 2. Scripting and Questionnaire Handling (From the Service Line Teams) • Ensuring that all project questionnaires and scripts prepared for data collection have been officially signed off by the service line concerned. • Ensure that scripts signed off by CS have also been checked and signed off by operations relevant teams i.e. Field Coordinator and QC Lead/Rep • Facilitate the process of translating scripts/questionnaires where applicable. • Check the script with the approved final paper questionnaire to ensure all questions have been captured in the script as well as ensure the flow and layout for effective data collection. • Ensure that interviewers have a common approach to the fieldwork such that the administration of the questionnaires and recruitment process is in harmony. • Ensure that pilot data is reviewed by the Field Coordinator (FC) and QC Lead/Rep. • Ensure that all scripts have a portion to record respondents email addresses for those who will like to re-contacted for future studies. 3. Fieldwork and Quality Control • Ensure all fieldwork quality protocols are adhered to by the field teams. • Ensure all projects are conducted on Ipsos default data collection platform i.e. iField. • Collaborate with the QC teams in performing their quality control functions without any interference. • Request for QC project reports and go through for improvements in field execution. • Instill and maintain high level discipline in both the in-office teams and in-field teams by taken punitive measures against personnel who engage in acts that put quality at high risk. • Ensure all logistics (airtime, data collection devices etc) request are made in advance and at relevant times by the FC’s to facilitate smooth fieldwork delivery. • Ensure that Field supervisors and FC’s submit field reports within 3 working days of fieldwork completion for review by PC & QC. 4. Field budgeting and Financial Management • Ensure realistic costing of projects and prompt approval on iQuote. • Responsible for reviewing field budgets prepared by the FC’s and forward to Operations Manager for final review. • Ensure that projects expenditure do not go beyond approved budgets. • Ensure the judicious use of project resources by cutting down cost where necessary without compromising on quality. • Ensure that wages of field teams are submitted for payment within 7 days of fieldwork completion. • Ensure all costings for intercompany jobs are profitable and meet the required profit margins i.e. at least 35% margin. • Ensure all operations internal jobs have 23% margin before fieldwork execution. 5. Capacity building As the field lead, you will be responsible for building the capacity of the field-teams in Ghana in the following areas; • Ensure uniformity and thoroughness in the training of the field teams for both F2F and online trainings. • Collaborate with QC regularly to audit the work of the various teams and individuals on a project. 6. General • Managing staff and colleagues within the department with the highest professionalism. • Ensure proper and timely communication as well as escalations where necessary to the Operations Manager and other relevant stakeholders especially in meeting deadlines. • You will be the face of Ipsos Ghana operations communicating on all intercompany request. • Be willing to engage the field teams and update them in consultation with the Operations Manager on all pending payments that come to your attention. • Tolerant divergence views from the operations in-office and field teams. • Be firm and strict in ensuring compliance by all parties but with the highest sense of respect and dignity. • Ensure that stakeholders on all project WhatsApp platforms are updated with relevant information as fieldwork progresses. • Ensure accurate files are sent to relevant stakeholders such as HR, Admin, Finance, and the service lines. 7. Reporting Weekly reports will be required and should reflect the current projects in the field and in the pipeline. In executing the above duties. Key Performance Indicators: • Improved quality in fieldwork i.e. achieve OTIF of at least 95%. • Submission of a technical report for each project upon completion. • Increase in the number of well-trained interviewers by 50% in 2021. • Build a stronger and larger team of supervisors. • Zero tolerance for project re-do. • Strictly adhering to fieldwork timelines on all projects. • Increase compliance on the proper usage of the iField platform. • Prompt submission of reconciliations by project teams. • Ensure 100% fieldwork execution is within approved budgets. • Increase respondent database by adding on from completed projects.
