The Philippines' new president promised to fill his cabinet with extraordinary individuals but many of his choices are retreads, political observers say.
President-elect Benigno "Noynoy" Aquino has selected people for his cabinet who were members of previous administrations, including those of his mother, the late former President Corazon Aquino, GMANews.tv reported Tuesday.

Four were members of the Hyatt 10, a group of high-ranking government officials who resigned from the administration of previous president in a 2005 scandal.
In anticipation of Aquino's inauguration Wednesday, the military has placed metro Manila on red alert, the Philippine Daily Inquirer reports.
A spokesman for the Armed Forces said at least two battalions, comprised of some 1,000 soldiers, will provide security at the grandstand where Aquino will take the oath of office.
