The University of Education, Winneba (UEW), has unveiled its fifth Corporate Strategic Plan (CSP) to guide the institution from 2025 to 2030 towards its vision of becoming an internationally reputable centre for teacher education and research.
The five-year plan, estimated at GH¢1.675 billion, outlines bold initiatives in research, teaching, innovation, inclusivity, infrastructure and global partnerships.
It seeks to redefine UEW’s role in national development, while strengthening its global competitiveness.
Under the plan, the university would establish research centres of excellence, including the expansion of the Institute for Educational Research and Innovation Studies (IERIS), estimated to receive GH¢12.258 million in dedicated funding by 2026.
The UEW would also introduce new STEM programmes in Data Science, Robotics, and Environmental Education and, beginning in 2026, host an annual research symposium showcasing innovations such as AI-driven teaching tools.
The Vice-Chancellor of UEW, Professor Stephen Mitchual, speaking at the launch of the plan, said it was designed as a blueprint for institutional transformation.

“As we reflect on the bold vision embodied in the 2025–2030 Corporate Strategic Plan, we recognise it not merely as a document, but as a compelling blueprint for transformation, innovation and global relevance,” he stated.
He noted that by 2027, the university aimed to train 80 per cent of its teaching staff—about 442 individuals—in grant sourcing, targeting at least 50 successful grant applications annually.
The CSP, he said, also prioritised inclusivity through the establishment of resource centres on each campus equipped with assistive technologies such as screen readers and braille printers.
In pursuit of having a global appeal, Prof. Micthual indicated that UEW had set a target to enrol about 500 international students annually between 2025 and 2030 through a global enrolment drive.
Professor Mitchual said the CSP would be implemented on the theme, “Excellence through Innovation, Inclusion and Sustainability,” prioritising five thematic areas, including excellent standards in teaching, learning and research; a proactive administrative system; access, equity and inclusion; financial and environmental sustainability; and infrastructural development.
The Vice-Chancellor recalled that since gaining autonomy in 2004, UEW had successfully implemented four strategic plans: 2003-2008, 2009-2013, 2014-2018 and 2019-2023, which significantly transformed the university’s infrastructure, curricula, staffing, enrolment, and delivery of teaching, research and community service.
Following the expiry of the fourth plan in 2023, he said a supplementary strategy was developed for 2024 to complete outstanding activities that remained relevant.
“Today, we are not just unveiling a document—we are unfolding a new chapter in the history of this great institution.
A chapter defined by bold ambition, strategic clarity and a renewed commitment to excellence, equity and innovation,” he added.
In a speech read on his behalf, the Minister of Education, Haruna Iddrisu, said the plan comes at a crucial time when education must be reimagined to meet the demands of the 21st century.
"As we navigate global shifts in technology, pedagogy and workforce demands, we must ask ourselves: how do we empower the next generation of educators and leaders. How do we ensure that UEW remains at the forefront of knowledge creation and dissemination? The answers lie within this strategic vision," he stated
The minister said the government remained committed to improving higher education in the country, recognising the central role it played in its economic development, innovation, and social progress.
"Our policy focus on education is on the continued expansion of access, improving quality, and ensuring that the educational system reaches a level where it is responsive to the needs of the nation and the global community," he added.
The Managing Director of the Agricultural Development Bank, Edward Ato Sarpong, urged the university to build the confidence of students to help them fully explore their potential.
