The government has reaffirmed its commitment to the responsible development and use of Artificial Intelligence (AI), particularly within the military and security domain, as global attention intensifies on emerging technologies and their impact on peace and security.

The Deputy Minister for Foreign Affairs, James Gyakye Quayson, represented Ghana at the Responsible Artificial Intelligence in the Military Domain (REAIM) 2026 Summit held in A Coruña, Spain, from February 4 to 5, 2026.

The high-level summit brought together ministers, senior government officials, policy experts and key global stakeholders to deliberate on the development, deployment and governance of AI in military and security contexts.

Addressing the summit, Ghana emphasised that while Artificial Intelligence presents significant opportunities for economic growth, innovation and national development, its application—especially in security operations—must be guided by responsibility and strong ethical standards.

“The Government of Ghana recognises the growing importance of Artificial Intelligence to economic growth, innovation and national development, as well as its increasing role in enhancing decision-making and operational effectiveness in the military and security domain,” the government stated.

Ghana, however, cautioned that the use of AI in defence and security must be anchored in human control and respect for international norms.

“While acknowledging AI’s potential to strengthen peace and security, Ghana emphasised the need for responsible development, meaningful human oversight and strict adherence to international law, including international humanitarian and human rights law,” the statement added.

In line with the objectives of the REAIM process, Ghana endorsed the REAIM 2026 Pathways to Action document, signaling its support for collective global efforts to regulate the use of AI in military operations.

According to the government, Ghana remains committed to “constructive engagement, experience-sharing and collaboration with Member States and relevant stakeholders to promote the responsible use of AI for international peace and security.”

The government further reiterated that its position on emerging technologies is guided by the protection of human dignity and global stability.

“The Government of Ghana remains committed to contributing to global efforts to ensure that emerging technologies uphold human dignity, promote peace and strengthen international security,” it stressed.
