Bachelor’s degree in Electrical Engineering, Power Systems Engineering, or a related discipline (Master’s degree is an advantage).
Professional certification or membership with a recognized engineering body (e.g., GhIE, IEEE, IET, or equivalent).
Minimum of 10 years of proven experience in rural electrification, electrical distribution systems, transformer installation, and civil works for street lighting projects.
In-depth knowledge of national grid codes, electrical installation standards, and utility practices.
Strong background in supervising installation and commissioning of distribution transformers and related switchgear.
Experience in managing civil works associated with street lighting, including pole foundations, ducting, cabling, and trenching.
Proficiency in relevant design and analysis software (e.g., AutoCAD, ETAP, PowerFactory).
Demonstrated ability to manage multidisciplinary project teams and liaise with contractors, utilities, and community representatives.

Description
Job Purpose:
The Consultant will provide expert technical advice, project management support, and quality assurance for projects involving rural electrification wiring, transformer installation, and associated civil works for street lighting systems. The role demands deep practical experience in electrification projects, utility infrastructure, and civil engineering works to ensure safe, reliable, and efficient implementation of electrification and lighting schemes in rural or peri-urban areas.
Key Responsibilities:
- Provide specialist consultancy services for the planning, design, and implementation of rural electrification projects, including low-voltage and medium-voltage distribution networks.
- Supervise and advise on the installation and commissioning of transformers, switchgear, and related electrical infrastructure.
- Develop design specifications, installation standards, and construction drawings for wiring, transformer siting, and street lighting civil works (e.g., poles, foundations, cabling routes).
- Review and approve electrical and civil designs to ensure compliance with national and international standards and best practices.
- Oversee procurement processes for electrical equipment, materials, and civil works components.
- Prepare tender documents, technical specifications, and participate in bid evaluations and contractor selection.
- Supervise contractors and site teams to ensure high-quality installation of wiring, transformers, streetlights, poles, and related civil structures.
- Conduct inspections and site assessments to verify compliance with design requirements, safety standards, and environmental considerations.
- Advise on health and safety plans, quality control procedures, and risk management throughout the project lifecycle.
- Provide training and capacity building to project teams, contractors, and local communities as required.
- Liaise with utility providers, government agencies, local authorities, and community stakeholders to ensure smooth project execution and stakeholder buy-in.
- Prepare detailed progress reports, technical documentation, and recommendations for project improvements.
- Support the resolution of technical challenges or disputes that arise during project execution.
