THE Greater Accra Regional Minister, Ms Linda Obenewaa Akweley Ocloo (MP), has called for renewed commitment to accountability, teamwork and results-oriented leadership among the Metropolitan, Municipal and District Chief Executives (MMDCEs).
Speaking at the signing ceremony of the 2026 Performance Contracts by the MMDCEs in Accra on Friday, she said that the exercise was a critical milestone in strengthening local governance and improving service delivery across the region.
Ms Ocloo explained that the ceremony completed a key accountability chain within the performance management framework at the local government level, following the earlier signing of a performance contract between herself and the Chief Director of the Greater Accra Regional Coordinating Council (GARCC) earlier in the week.
According to the Regional Minister, the performance contracting system remained one of government’s most effective instruments for enhancing accountability, ensuring efficient use of public resources and translating development policies into measurable outcomes that directly benefit citizens.
She stressed that the contracts should not be viewed merely as assessment tools but as practical management instruments that promote disciplined planning, clear target-setting and effective implementation throughout the year.
Ms Ocloo noted that by appending their signatures to the contracts, both the political and administrative heads of the assemblies had reaffirmed a shared commitment to professionalism, collaboration and the delivery of tangible results.
“The success of our assemblies depends largely on the strength of collaboration between Chief Executives and Coordinating Directors. This contract provides a clear framework for aligning responsibilities, expectations and performance standards,” she stated.
The minister acknowledged that since the introduction of performance contracting, Metropolitan, Municipal and District Assemblies had recorded notable improvements in planning, documentation, reporting and regulatory compliance.
She added that the system had also helped to entrench a culture of performance consciousness, where leadership is held accountable for agreed targets and deliverables.
She cautioned, however, that the indicators contained in the contracts must guide daily administration, budgeting priorities and monitoring efforts, and should not be treated as activities to be hurriedly addressed at the end of the assessment period.
Moreover, Ms Ocloo assured participants that the Regional Coordinating Council would continue to play its coordination and oversight role by providing technical support, intensifying monitoring activities and offering guidance to assemblies where challenges arise.
She also pledged that commendable performance would be duly recognised.
She then urged MMDCEs and Coordinating Directors to approach the contract with the seriousness it deserved, foster strong internal collaboration and remain focused on delivering quality services that improve the lives of residents in the region.
