Insight HR Solutions has been mandated by a company in the Agribusiness sector to recruit a Human Resource, Administration & Organizational Systems Manager for immediate employment.
Location:
Ghana (with responsibility across multi-location operations and programmes)
Core Purpose:
The Human Resource, Administration & Organizational Systems Manager will serve as the institutional backbone of the organization. The role is responsible for designing, managing, and continuously improving the systems that govern people, administration, programmes, documentation, and internal controls across the organization.
This is not a traditional HR role.
It is a systems, governance, and execution leadership role focused on building scalable, auditable, and disciplined organizational infrastructure.
The successful candidate will translate organizational strategy into structured execution through people systems, digital workflows, standardized processes, and accountable programme delivery.
Key Roles & Responsibilities:
1. Human Resource Systems & Workforce Management
Manage the full HR lifecycle for permanent staff, programme staff, and auxiliary teams, including workforce planning, recruitment, onboarding, deployment, performance management, staff welfare, disciplinary processes, and exits.
Ensure all HR processes are standardized, digitized, documented, and compliant with Ghana Labour Law and internal governance frameworks.
Maintain accurate, auditable staff records, contracts, role clarity, and deployment structures across all locations and programmes.
2. Performance Management & Organizational Effectiveness
Design, implement, and enforce performance management systems aligned to role-based KPIs, programme outputs, timelines, and delivery standards.
Coordinate appraisal cycles, manage performance reviews, implement corrective actions, and provide performance analytics to management.
Institutionalize performance as a continuous system, not a periodic event.
3. Administrative Architecture & Process Control
Establish and enforce standardized administrative systems across offices, centres, and field operations.
Design and manage filing architectures (digital and physical), document control systems, approval and authorization workflows, asset and logistics records, and reporting schedules.
Ensure all administrative processes are documented, version-controlled, consistently applied, and independent of individuals.
4. Digitalization & Systems Integration
Lead the digitalization of HR and administrative operations using approved enterprise tools (e.g. Microsoft 365, internal trackers, HR systems).
Enforce organization-wide compliance with digital documentation, communication, and reporting protocols.
Integrate HR and administrative data with finance, operations, procurement, and programme management systems to ensure data integrity, traceability, and operational efficiency.
5. Programme & Event Planning and Execution (Full Accountability)
Take full responsibility for the planning, coordination, and execution of organizational programmes and events.
Manage staffing plans, contracts, deployment schedules, logistics coordination, internal approvals, execution oversight, post-activity reporting, and archiving.
Ensure programmes and events are delivered through structured systems, clear accountability frameworks, standardized tools, and documented processes, while maintaining institutional memory and continuous improvement.
6. Governance, Compliance & Internal Controls
Ensure compliance with labour laws, statutory obligations, donor or partner requirements (where applicable), and internal policies.
Maintain audit-ready HR, administrative, and programme records.
Support internal and external audits and enforce internal controls related to staffing, documentation, approvals, system access, and data management.
7. Reporting & Management Support
Produce structured monthly, quarterly, and annual reports covering workforce data, performance trends, administrative compliance, systems effectiveness, and programme execution outcomes.
Provide management with reliable data and insights to support decision-making, risk management, organizational planning, and scaling strategies.
Important Note
This role requires a builder and enforcer of systems, not a general administrator.
